Biography

Cleotha joined the Office of the General Counsel in May 2023, after several years working for Midwest Health, Inc. in Topeka, KS. Her background is primarily in healthcare law. In her previous role as Associate Corporate Counsel, she represented her client’s conglomerate corporate interests spanning across anything from senior living and long-term care facilities to hospitality ventures such as restaurants and golf courses.  Cleotha has practical experience in a variety of legal specialties including but not limited to: regulatory compliance, corporate structuring, labor and employment, real and personal property disposition, contract drafting and evaluation, and risk analysis and management.

Cleotha graduated from Washburn University with her B.A. in political science in 2016 and then received her Juris Doctor in 2019 from Washburn Law. Cleotha values service outside of work and dedicates her time to developing areas of need in both the Topeka community and legal community. Outside of her role with the OGC, she serves as Treasurer for the Women Attorneys Association of Topeka. She also serves as a board member for the Topeka Riverfront Advisory Council, and most notably, in June 2023, Cleotha was appointed by the Kansas Supreme Court to serve as a board member for the Kansas Lawyers Assistance Program.

Despite dedicating much of her time to her own professional interests, her most dear and favorite title is “Mom.” Cleotha lives in Topeka with her son, Iosefa, who is her reason why. In her free time, Cleotha enjoys long days with her friends, golf days with her friends, and, of course, brunch days with her friends.
